  • The Broadband Forum Work Areas, including Project Streams, seek to reach consensus on contributions and issues under review and debate.
  • The designated Chair of a meeting session (i.e., usually the Work Area Director or Project Stream Leader) has the sole responsibility to determine the group's level of consensus during that session.  
  • While the number of members in support of or objecting to an issue is a consideration, there are many other factors which must be considered in determining the group's level of consensus.  The designated Chair may use many methods to help determine the groups group's level of consensus and where to find agreement. For example, It should be noted that while the Chair may present summaries or straw proposals, ask questions, and/or ask for indications. e.g., use an informal show of hands .   These among these methods, this should not be misinterpreted misconstrued as voting. The Forum's TC does not use Robert's Rules of Order, i.e., there is no voting in this context.a vote.
  • The Forum's organizational structure and, if needed, escalation process are in place to handle situations where there is disagreement with the Chair's determination of the group's level of consensus.  Please See Section 11: Work Area/Committee Escalation Procedure of the Broadband Forum's Policies and Procedures document for more information about how non-consensus is handledno consensus.
